Masters of Land and Sea (Japanese: 海と陸の王者！ Kings of Sea and Land!) was a story event in Pokémon Masters EX. It was focused on the sync pairs Archie & Kyogre and Maxie & Groudon. It also marked the debut of Courtney, Tabitha, Shelly, and Matt as NPCs.
During this event, players could earn Prize Coins from battles that could be used to draw items from a prize box pool. All battles could be challenged an unlimited number of times except Daily Extreme Battle 1 and Daily Extreme Battle 2, which could each only be challenged once per day. If the grand prize was drawn from the prize box, players could advance to the next prize pool. Extra Prize Coins were automatically exchanged with coins once the event was finished.
This event featured the Battle Challenge, where players were challenged to defeat a team of strong opponents. Players could complete event missions by clearing these areas with teams using various theme skills, earning medals and other rewards.
In addition, players could earn a medal for completing all the story areas in the event.
First run
The event first ran from May 31 to June 14, 2021. The "Maxie Master Fair Scout" gave players an increased chance of recruiting Maxie & Groudon from the beginning of the event to June 30, 2021, and the "Archie Master Fair Scout" gave players an increased chance of recruiting Archie & Kyogre from June 1 to 30, 2021.
In this run, the grand prizes in the prize box included area info for event story areas, 5★ Scout Tickets, 4★ and 5★ Power-Ups, Skill Spheres, and two Strike Move Candy Coins. Event mission rewards included sync orbs for Maxie & Groudon and Archie & Kyogre, medals, Gems, Battle Points, and a Strike Move Candy Coin.
The player could battle using Archie & Kyogre or Maxie & Groudon to obtain +0.6× bonus Prize Coins; May & Mudkip/Marshtomp/Swampert or Wallace & Milotic to obtain +0.4× bonus Prize Coins; and Flannery & Torkoal or Norman & Slaking to obtain +0.2× bonus Prize Coins.
The special events Weather Alert and Land and Sea Awaken were preludes to this run.
Second run
The event reran from March 4 to 31, 2025. The "Steven Master Fair Scout" gave players an increased chance of recruiting Steven (Anniversary 2021) & Rayquaza from the beginning of the event to April 9, 2025. In conjunction with this scout, Steven (Anniversary 2021) & Rayquaza received extra tiles on their sync grid that could be unlocked at move levels 4 and 5 and an unlockable EX role.
In this run, the grand prizes in the prize box included area info for event story areas, a 5★ Power-Up, a Tech Move Candy Coin, and a Sprint Move Candy Coin. Event missions were changed to award co-op sync orbs, medals, and Gems. In addition, four new missions were added to allow players to earn 4★ Power-Ups, 5★ Scout Tickets, 5★ Hoenn Scout Tickets, and co-op sync orbs for obtaining Prize Coins.
The player could battle using Archie & Kyogre or Maxie & Groudon to obtain +0.6× bonus Prize Coins; May & Mudkip/Marshtomp/Swampert or Brendan & Treecko/Grovyle/Sceptile to obtain +0.4× bonus Prize Coins; and any unlisted Hoenn sync pairs to obtain +0.2× bonus Prize Coins.
Plot
May discovers a wild Kyogre in a cave on Pasio, while Brendan discovers a wild Groudon in a volcano. The two head to the Pokémon Center to report their findings to Trista and pass on the information to the player as well. Trista says that someone will need to survey the areas to assess the danger and asks them to stay away from the areas in the meantime, but Brendan and May decide that they can investigate it themselves and ask the player to help them.
The player heads to the beach, where they find Archie talking to a Preschooler. Archie is surprised that neither the Preschooler nor the player is afraid of him, and he introduces himself as the leader of Team Aqua. He thinks Pasio is a travesty because building it caused massive damage to the ocean, and he expresses a desire to destroy it. Since he just learned Kyogre appeared on the island, he wants to capture it and use its power to sink Pasio into the ocean. He warns the player not to get in his way and leaves.
Meanwhile, Brendan and May run into Maxie near the volcano. Maxie wants to meet Lear, and Brendan warns him not to try anything evil, especially now that Groudon is around. This piques Maxie's interest, and he declares that his Team Magma needs Groudon's power to create their ideal world, which puts Brendan and May on edge. However, Brendan suddenly receives a call from the player, who reports what Archie told them. Exasperated by the outrageous idea, Maxie offers to help them stop Archie from sinking the island. Brendan accepts the offer but warns Maxie not to try anything sketchy, and Maxie agrees.
Maxie, May, Brendan, and the player regroup near the beach, and Maxie explains that his plan is to prevent Archie from getting to Kyogre. However, as a backup plan, he wants to find Groudon and get its assistance to fight Kyogre, if necessary. Maxie asks Brendan to come with him to find Groudon, since he's the one who first saw it, while May and the player go find Archie and keep him from capturing Kyogre. Unfortunately for them, Archie finds Kyogre first and asks it to help him sink Pasio into the ocean. May and the player confront Archie, and he asks them why it's okay to pollute the ocean but not to sink an island. May declares that the island has loads of people and Pokémon living on it, and Archie retorts that building Pasio damaged the nature surrounding it. Just as May acknowledges that that was not good either, Kyogre suddenly cries out and appears to attack Archie.
Meanwhile, Brendan and Maxie are hiking up the volcano, and Brendan asks Maxie how he plans to get it to join them. Maxie says they'll have to battle it, which shocks Brendan, and he asks if Brendan wants to turn back. Brendan says that he's staying, and Maxie acknowledges that he would've come up with a better plan if they had more time. Brendan declares that he'll do whatever it takes to protect Pasio, and the two continue to the spot where Brendan saw Groudon. Groudon emerges from the lava and charges at Brendan, and Maxie's Mightyena protects him. Brendan asks his Treecko to battle alongside Mightyena, and Maxie asks Groudon to join him to protect the land and fulfill his ambitions. However, they suddenly hear Kyogre's cry, and Maxie worries that they're too late.
On the beach, storm clouds have rolled in, and several onlookers watch as May and the player valiantly battle Archie and Kyogre. However, as Archie commands Kyogre to keep going until the island sinks into the ocean, Groudon suddenly appears. Kyogre immediately switches its focus to Groudon, and the two start battling. Most of the onlookers flee in terror from the battle between the two super-ancient Pokémon, but a Preschooler in the middle of the fighting is too scared to move. Archie picks her up and carries her out of danger, and Maxie shows up and chastises him for his actions being inconsistent. He then says that they need to focus on stopping Kyogre and Groudon's battle. Archie asks Brendan, May, and the player to take care of the little girl while he and Maxie use their Sharpedo and Mightyena to stop the Legendary Pokémon's battle.
After a long battle and a bit of teamwork, the group finally manages to calm down Kyogre and Groudon. May wonders why they were so upset in the first place, and Maxie hypothesizes that they were influenced by his and Archie's arrival from Hoenn. May suggests that they were overwhelmed to suddenly find themselves in a strange new place, which is why they were rampaging. Archie says that if it was their fault, they need to take responsibility for it, so he apologizes to Kyogre and asks it to stay with him until they can go back home. He also agrees to stop trying to sink Pasio into the ocean. Maxie allows Groudon to join him as well, and Brendan warns them not to do anything else extreme in service of their ambitions. As Archie and Maxie continue talking with their super-ancient Pokémon, Brendan, May, and the player head back to let everyone know that Pasio is safe.
That night, Archie is approached by Shelly and Matt, while Maxie is approached by Courtney and Tabitha. The leaders express exasperation that the administrators of their organizations only showed up after the situation had been resolved, and Archie points out that they can't keep playing nice with each other now. Maxie admits that he didn't mind teaming up with Archie, and Archie agrees. When the admins get into battle stances, Archie asks them not to start battling yet, but he and Maxie agree that they'll fight the next time they see each other.

The ocean is an irreplaceable treasure for every livin' thing on this planet. But just look at this travesty!
