Zio

Zio was an inmate in the Akritirian maximum security detention facility for unknown crimes. He had been imprisoned there for over six years as of 2373. During this time, he had written a lengthy 'manifesto.'

In the Akritirian detention facility, Zio was fitted with the implant the prisoners called "the clamp." While the clamp drove most of the other prisoners insane or caused them to become extremely violent, Zio spent much time theorizing about its true purpose and practicing a technique to negate its effects. He claimed to have succeeded in ignoring it completely by 2373.

Zio claimed that the clamp's real purpose was not for torture, as most prisoners thought, but a method of keeping the inmate population manageable by turning the prisoners violent and causing them to often kill each other. This realization led Zio to write a manifesto of his theories on the clamp and its effects on the detention facility population. While none of the other prisoners learned from Zio's methods, as he claimed they were unable to acknowledge the importance of his manifesto due to the clamp's influence, they nevertheless respected his ability to ignore it and left him alone.

Around six years into his imprisonment, Starfleet officers Tom Paris and Harry Kim were falsely accused of committing a terrorist bombing and were placed in the detention facility. Zio took little notice of their arrival at first. When Paris was stabbed in a fight with other prisoners, Kim approached Zio and made a deal: if Zio gave him supplies to clean Paris' wound, Kim would take Zio with him when they escaped. Zio initially refused the offer, but when Kim explained his plan to disable the force field guarding the prison's only exit (called "the chute"), Zio was intrigued and reluctantly agreed. As Kim worked to disable the force field, Zio explained his technique for controlling the clamp, among other realizations he'd recorded in his manifesto, to help Kim focus on his technical work. He further shared his belief that he'd been put in the prison for a reason, and considered it his job to uncover the experiment he believed was taking place in the prison. He described his realization of this purpose as if "a fireball had exploded in [his] mind."

After disabling the force field protecting the chute, Zio and Kim discovered the hatch at the top opened into space, and that the prison they thought was an underground facility was actually a prison in a space station. When Kim continued to work on a plan to overpower a ship docked with the facility to drop off another prisoner or food, Zio offered to let Kim be the first to read his manifesto. Around that time, the wounded Paris dismantled the pipe which Kim had used to disable to chute. After Kim and Paris fought, nearly resulting in Paris' death, Zio encouraged Kim to kill Paris. Zio insisted it was now time to spread his manifesto to the prison population and train any resulting followers, and that Paris was a drain on resources driven insane by the clamp. Kim refused, calling Zio insane, and Zio forced them to leave his shelter. When the USS Voyager rescued Kim and Paris, Zio remained in the prison. (VOY: "The Chute")
