A manifesto was a formal written document, promulgated by an individual, group, or government, that detailed their philosophies and goals.

In 2373, it was revealed that Zio had a manifesto of his own, describing his views on the clamp. He offered to let Harry Kim read it, something he had never done with anyone before, but Kim refused to read the document, which he characterized as "crazy". (VOY: "The Chute")
