William "Bill" Howard is a hair stylist who worked on the Star Trek: The Next Generation fourth season episode "The Best of Both Worlds, Part II".

He previously worked as hair stylist on Scream Blacula Scream (1973), Zoot Suit (1981, with Gerald Solomon), and the television series Amen (1987, with Ruby Ford) and Alien Nation (1989-90, with Ellis Burman, Edouard F. Henriques, and Katalin Elek).

Further credits include The Man Without a Face (1993, with Greg Cannom and Keith VanderLaan), the comedy The Flintstones (1994, with David Abbott and Linle White), Cobb (1994, with Ve Neill and Dione Taylor), Vampire in Brooklyn (1995, with Jean Pierre Durand, Robert Maverick, and Wayne Toth), the television series The Jamie Foxx Show (1996, with Geneva Nash Morgan), Sister, Sister (1998), and Carnivàle (2003, with Todd Masters), Price of Glory (2000, with Jacklin Masteran), and the television special The 10th Annual Soul Train Lady of Soul Awards (2005).
