Rulod was a proposed character in a story treatment of the Star Trek: Deep Space Nine first season episode "Emissary", then titled "The Ninth Orb".

In the treatment, Rulod was a black marketeer, his race was not specified. Benjamin Sisko, who earlier in the story treatment promised to Kai Opaka he would stamp out the black market on Deep Space 9 and the effects on Bajoran society, is pointed to Rulod by Quark and threatens Rulod with arrest if he doesn't leave the station. When Rulod is obstinate and refuses, Sisko kicks the chair out from under him and lifts him by the collar.

Later in the script, a scene is set on Rulod's base, an asteroid in the Denorios belt. Rulod contacts Gul Dukat to inform the Cardassians when he sees the Bajoran wormhole. Quark eventually hears about what Rulod saw and tells Odo.

Rulod was removed entirely in later revisions, and in the final script Miles O'Brien comments that the Cardassians' sensors probably detected the wormhole. (The Making of Star Trek: Deep Space Nine)
