Kula was a male Starfleet officer who served aboard the USS Cerritos in 2380.

That year, while Ensigns Sam Rutherford and D'Vana Tendi anticipated visiting the USS Vancouver, several advanced features of that ship were discussed, having previously mentioned by Kula, including fluidic processors that replicated their own silicas, tritanium hull brackets, and a supply of T88s.
