Identification papers were papers to identify one self.

In a city on the Akaali homeworld everyone had to carry identification papers. Ensign Hoshi Sato gave faked identification papers to Captain Jonathan Archer, Commander Trip Tucker, and Sub-Commander T'Pol while on their way to an covert mission to the Akaali homeworld. (ENT: "Civilization")
