An ice cream truck was any type of truck, such as a van; that was used by vendors for selling ice cream and other frozen desserts.

There was a hover-van on the Cosmic Duchess that was used as an ice cream truck. Krog bought a frozen treat from that ice cream truck. It was later swallowed by a nanite blob in the form of a icosahedron. (LD: "The Best Exotic Nanite Hotel")

The hover-van was referred to as an "ice cream truck" in Paramount's audio description for the episode.
