Ruthless (Japanese: 妨害状態相手攻撃時能力２↓ Stats Reduced by Two Stat Ranks When Attacking Opponent Affected by an Interference Condition) is a family of skills in Pokémon Masters EX.
Effect
When the Pokémon successfully uses an attack move against an opponent that is affected by an interference condition (confusion, bound, flinching), it has a chance of lowering one of the target's stats (Attack, Defense, Sp. Atk, Sp. Def, Speed, accuracy, or evasiveness) by two stat ranks. The skill can range from Ruthless 1 to Ruthless 9, with higher numbered skills resulting in a higher chance of lowering a stat. Ruthless 9 will always lower a stat by two stat ranks. Currently, only Ruthless 9 is available on scoutable sync pairs. The skill applies to the Pokémon's attack moves, including 
buddy moves, but not sync moves or 
max moves.
