Keith Norman (Japanese: キース・ノーマン Keith Norman) is the secondary antagonist of the game Detective Pikachu. He works as an assistant director at GNN, but secretly serves as a paid accomplice of the mastermind of the R conspiracy.

Prior to the events of the games, after Harry Goodman had stolen vials of R from the warehouse at Ryme Wharf, Keith attacked him at Fine Park, first by causing a Charizard to go berserk through the use of R, then directly with his Skorupi. Keith chased Harry out of the park and caused him to get into a car accident.

Detective Pikachu

Keith first appears when Tim Goodman and Pikachu arrive at GNN to find footage of the Fine Park incident. While he appears to be a scatterbrained but well-intentioned individual, his true intentions are revealed after Tim and Pikachu's investigation reveals his calculated attempt to dispose of Tim by causing the GNN's Yanma to drop a camera on him. Upon being discovered, Keith flees to the roof of the building, making his escape with help from his Noivern.

Keith is revealed to own the Ryme Wharf warehouse, which secretly operates as a factory that produces the chemical R, having Carlos Hernando oversee its production, and forcing a hostage scientist, Simon Yen, to cooperate in its research. Simon, after being helped by Tim and Pikachu, helps the detectives track down Keith to his next location: a secret auction held on a cruise ship.

On the cruise ship, Keith attempts to sell R through the auction, but Tim exposes him, forcing him to run away, using his Skorupi and a berserk Krokorok to attack those in pursuit. Keith tries to use Noivern to make his getaway again, but this time Tim grabs onto him, forcing him to lose his grip. He is arrested by Frank Holiday, and because of this, Tim is able to retrieve some cells that Keith stole from Mewtwo as well as plans for unleashing R during a parade, which would cause Pokémon to go berserk en masse.

Detective Pikachu Returns

Keith appears in a flashback, being pursued by Harry Goodman in Bamboo Borough. He is shown using R on a Lairon, forcing it to attack Harry while he and his accomplice make their getaway.

Trivia

Although Keith Norman himself does not make an appearance in the movie POKÉMON Detective Pikachu, Howard Clifford's Ditto is nicknamed "Ms. Norman," a likely reference to Keith's last name. Ms. Norman's role is similar to Keith's, wherein they act as the main henchman for the true mastermind of the R conspiracy.
