I have set up an offline repository for Ubuntu 24.04 using apt-mirror so that our offline systems can install the packages on request. Nowadays, many packages are available only through snap. Is it possible to download the snap repository for offline usage in a similar way? It would be ideal if I could integrate the snap repository along with the existing apt-mirror repository.

The Snap server used by Canonical is proprietary, and there is no publicly available documentation on how to set up an independent Snap server. This is probably the main reason why the FOSS community is not in favor of Snap.
