In a nutshell, I've somehow upgraded from 22.04 to 23.10, and now I cannot have a fully functional PHP 8.1. I won't make a topic about this, I just want to know what PHP will be on Ubuntu 24.04 - can't seem to find many results googling.

Additionally, is there any php 8.1 repository for 23.10?

The PHP version for Ubuntu 24.04 will be 8.3. It will not be 8.2, despite what https://packages.ubuntu.com/ says. Ubuntu 24.04 has not been released, so the current version likely reflects the release of 23.10, not what's planned for 24.04.

You can see what versions of major packages are planned at https://discourse.ubuntu.com/t/noble-numbat-release-schedule/35649 . It clearly says "13 January 18 PHP 8.3 transtion [sic]".

https://packages.ubuntu.com has all the version numbers. PHP is going to be 8.2.

noble (php): server-side, HTML-embedded scripting language (default)
2:8.2+93ubuntu1: all
