The emissary

This emissary was a member of a silicate species indigenous to Jengus IV.

In 2381, the emissary colluded with Doctor Holden, the lead scientist at Outpost 76, to manufacture a crisis to lure a Starfleet vessel to Jengus IV in order to plant a listening device in the captain's ready room and acquire Starfleet secrets they could sell on the black market.

The pair were successfully able to get the USS Carlsbad and USS Cerritos to Jengus IV, under the pretense of a treaty signing. At the signing, the Scrubble leader presented a "sacred Scrubble totem" to Captains Carol Freeman and Maier. The plot was exposed by D'Vana Tendi who noted that the gift the Scrubble was presenting to the captains contained a listening device. When their duplicity was revealed, both the Scrubble emissary and Doctor Holden were taken into custody to face a Federation tribunal. (LD: "Mining The Mind's Mines")
