Toby the Targ, also called Toby Targ, was the lead character and, ostensibly, the writer of a series of educational holoprograms for children. As of 2378, the Toby the Targ program was the most successful children's title from publishers Broht & Forrester. (VOY: "Author, Author")

Stuffed animal versions of the character were also produced. In 2376, Tom Paris told Seven of Nine that B'Elanna Torres would often take her Toby the Targ plush toy with her if she was leaving the starship USS Voyager for longer than a day. (VOY: "Tsunkatse")

As a child, Beckett Mariner dressed up as Toby Targ every Halloween, even after she was too old for the character. (LD: "Crisis Point")

Toby the Targ kiddie rides were among the amusements on Starbase 80. Ensign Jet Manhaver rode one while he was cognitively debilitated by anaphasic lifeform possession in 2382. (LD: "Starbase 80?!")

It is possible that Molly O'Brien's stuffed animal, Piggy, was a plush toy of Toby.
