Starbase 45 was a Federation starbase administered by Starfleet. This base was located in the Alpha Quadrant.

In 2259, the base's location was seen on a stellar cartography chart seen on the USS Enterprise's ready room viewscreen. (SNW: "A Quality of Mercy")

This starbase was only mentioned in writing.
In the script for "Too Short A Season", this starbase was located on Persephone V. Two days before the USS Enterprise arrived to pick up Admiral Mark Jameson and his wife, the starbase's chief medical officer ran a full battery of medical tests on the flag officer as part of his semi-annual exam.
