Snell

"He appeared to be exhibiting traits of what you would call a 'loser' well before he saw my head."
Data, 2382 ("Fully Dilated")

Snell was a Dilmerian who lived on Dilmer III in the late 24th century.

In 2382, Lieutenant junior grades Beckett Mariner, D'Vana Tendi, and T'Lyn visited Dilmer III in search of technology left behind by the USS Enterprise-D of an alternate reality. The trio quickly aroused Snell's suspicions when they denied having any globbers to pay for tickets to a bonfire he was promoting. He proceeded to follow them to a shuttle crash site where the trio recovered Lieutenant Commander Data's head and managed to temporarily fool Snell.

However, a transporter mishap left the three stranded for a year of relative time during which they were relentlessly stalked by Snell. Snell witnessed Tendi talking to Data's active head, tied her and T'Lyn up, and brought an angry mob to deal with "witches." However, Data freed the two before they proceed to bail Mariner out of jail, before Snell arrived with a mob. When he tried exposing Data's head, believing it to be in Tendi's satchel, he found instead a giant grape with a face painted on it, humiliating himself in front of the other Dilmerians who already had a low opinion of Snell, thus preserving the Prime Directive. Snell chased the three out of town, but they were beamed out by the USS Cerritos before he could catch up, leaving Snell disgruntled. (LD: "Fully Dilated")
