According to a deleted scene from VOY: "Basics, Part II", Runara IV was the fourth planet in its star system, where the Kazon-Halik had a colony.

Following Maje Culluh's captured USS Voyager, Seska suggested they annihilate the colony as a demonstration of they new power.
