Roll was a chancellor in Starfleet during the early 25th century.

In 2401, after Commander Ro Laren informed Admiral Jean-Luc Picard that Changelings had infiltrated Starfleet, he proposed that they approach Roll with her evidence. Ro replied that she had already tried but found herself stonewalled at every turn. (PIC: "Imposters")
