Ranma Nibunnoichi was an animated film that was mentioned in the Treaty of Armens, together with Akira, Urusei Yatsura, Rhea Gall Force, and a few others not mentioned by name. (TNG: "The Ensigns of Command", okudagram)

This franchise is more popularly known as Ranma ½.
These were all Japanese films that were favorites of the production staff. The relevance of the films to the treaty was not elaborated upon, at least not in the small portion of the extensive treaty that was seen.
