Rallying cry

A rallying cry was a statement which could serve to unite people around a common goal.

In 2367, Jean-Luc Picard suggested that rejecting Toral, son of Duras's claim to succession would lead to an accusation that the Arbiter of Succession was serving Federation interests and subsequently become a rallying cry to declare war and depose Gowron as Chancellor of the Klingon High Council.
