R. Philbin was a space officer in the year 2370, the captain of the starship GDH Per'ot.

Under his command, the vessel was due to arrive at Deep Space 9 on stardate 47566.8, according to an arrival roster recorded in that station's library computer. (DS9: "Whispers")

Captain Philbin's name was not mentioned in dialogue, it was simply listed in an okudagram graphic of an arrival roster on a viewscreen. He seems to be a reference to Regis Philbin.
