Pandering was the act of appealing to or appeasing one's emotional needs without genuinely caring.
In 2255 of the alternate reality, Leonard McCoy wrote off James T. Kirk's attempts to reassure him that shuttles were safe and told Kirk not to pander to him. He then listed several potential fates that could befall those onboard if anything were to go wrong. (Star Trek)
In 2364, Radue denied Jean-Luc Picard's request to see the children from USS Enterprise-D's which the Aldeans had kidnapped before discussing their demands, saying, "We're here to negotiate appropriate compensation, not to pander to emotions." (TNG: "When The Bough Breaks")
