Lieutenant Noel was a Human male who served as a Federation Starfleet officer aboard the USS Cabot during the mid-23rd century when Captain Lynne Lucero took command around stardate 1421.9.

During Edward Larkin's attempts to promote tribbles as a food source, he claimed to have fed one to Noel, who was a foodie, and enjoyed its meat. Noel's unenthusiastic reaction to Larkin's claims suggested they were less than truthful.

Later, when admitting to having used his own DNA to alter the tribbles' genes, Edward argued, "like Noel's DNA would be any better?" (ST: "The Trouble with Edward")

Noel was played by actor Matthew Gouveia.
