A minister was a functionary with the power to perform a wedding ceremony, particularly in Human culture.

In 2375, Kasidy Yates claimed her mother preferred she be wed by a minister, but settled for William Ross, a Starfleet admiral, as "the next best thing". (DS9: "Penumbra")
