A memorial was a building or monument or a piece of land on which people had died and which was considered sacred, or preserved as a way to honor those who had been killed in either a battle or war or in a brutal way but whose memory people wanted to preserve even if there were no bodies or the bodies had long since withered away due to natural environmental causes. (VOY: "Memorial")

An obelisk was erected on Khitomer as a memorial. (VOY: "Memorial")

It was not explicitly stated that the memorial was for the Khitomer Massacre, although the context does imply a military or otherwise violent event.
