Lap dog

A lap dog was a person or group who was under the control of a more powerful one.

In 2372, refusing to move along on the Promenade after both Odo and Garak recommended he do so, Drex referred to Cardassians as the lap dogs of the Founders. (DS9: "The Way of the Warrior")
