These four men and two women were part of Fullerton's group who visited Risa for over a month in 2373, attempted to persuade the Risians, and their visitors, the necessity of "restoring the moral traditions" of the Federation. They accompanied him to Risa for a several rallies, before later staging a mock attack on the Solarium at Temtibi Lagoon. Later they were assisted by Worf, who used a tricorder to uplink with Risa's weather grid, hijacking it for a time. (DS9: "Let He Who Is Without Sin...")

Two of the characters were played by Charles Harris and John Bucaro.
