Hopper

A hopper was a small vehicle designed for atmospheric flight.

Hoppers were utilized by the Federation to transport personnel when transport inhibitors prevented normal transporter function. During the Federation-Klingon War, hoppers were used to evacuate soldiers and civilians and deploy ground forces on Ajilon Prime. (DS9: "Nor the Battle to the Strong")

Based on the number of people in the hospital, expected to be evacuated by just one hopper, hoppers could carry up to seventy people.
