High Leader

The High Leader was the ruler of the Apergosians. They were properly addressed as "Your Excellency".

In 2381, the USS Cerritos conducted a second contact mission to Apergos to have the High Leader choose a subspace communication number. (LD: "Strange Energies")

The High Leader referring to his "constituents" may indicate that his position is elected.
