Herbert (official)

Herbert was a minor official who, according to Spock, was "notorious for his rigid and limited patterns of thought."

In 2269, Spock mentioned Herbert to James T. Kirk when the captain, having been called "Herbert" by Doctor Sevrin's followers, inquired what the slang term meant. (TOS: "The Way to Eden")
