First Federation

The First Federation was an interstellar government in the Alpha Quadrant which was active from before 2266, the time of the first contact with the United Federation of Planets, to the late 32nd century. First contact between the United Federation of Planets and the First Federation occurred in 2266, when the USS Enterprise was conducting a star mapping mission and unknowingly crossed into First Federation space, destroying a marker buoy in the process.

Shortly thereafter, the Enterprise encountered the massive flagship of the First Federation, the Fesarius. Charged with violating their territory, the Enterprise and its crew were threatened with destruction. However, after a series of bluffs and counter-bluffs, it was discovered that the encounter had only been a test, designed by the Fesarius' captain, Balok. A cultural exchange was proposed, with Enterprise crewman Dave Bailey remaining on board the Fesarius. (TOS: "The Corbomite Maneuver")

Trade between the First Federation and various Alpha Quadrant species continued into the 24th century, with tranya being a major export – Quark's on Deep Space 9 served the beverage. (DS9: "Facets")

In 2381, the Collectors Guild had a control device from the First Federation at their recruitment booth on Tulgana IV. (LD: "Reflections")

Stellar cartography

In 2293, the location of the First Federation in the Milky Way Galaxy was labeled in a star chart that was in Captain James T. Kirk's quarters aboard the USS Enterprise-A. (Star Trek VI: The Undiscovered Country, okudagram)

In 2401, the location of the First Federation was labeled in a chart used on aboard the SS Eleos XII. (PIC: "Disengage")

In 3191, the location of the First Federation, as represented by the Fesarius system, was shown on a star chart. The territory of this galactic power was surrounded by warning buoys. (DIS: "Red Directive")

Appendices

Background information

In the episode "Disengage", the chart from the SS Eleos XII was from the Star Trek: Star Charts and was modified for its appearance in the episode. Dave Blass published pictures of the set on his website.

In the Star Trek: Star Charts (p. 36 & "United Federation of Planets I") and Stellar Cartography: The Starfleet Reference Library ("Stellar Cartography", p. 10; "Federation Historical Highlights, 2161-2385"), the Fesarius system was identified as the capital system of the First Federation. Within this system, there was the homeworld of Balok's species. The primary of this system was classified as a K-class star. There were warning buoys encircling First Federation territory in 2378.

Apocrypha

The Pocket TOS novel The Face of the Unknown centered around a visit to the First Federation. It was depicted as a series of domes within a Jupiter-like planet that housed species and natural environments similar to several destroyed planets.
