Federation Security was a department of the United Federation of Planets responsible for criminal investigations and police activity.
History
In 2285, after displaying bizarre behavior, Doctor McCoy was arrested by a Federation Security agent in San Francisco, and placed in a holding cell. McCoy was later broken out of their custody by his fellow USS Enterprise crewmates. (Star Trek III: The Search for Spock)
By the 32nd century, Federation Security was evidently part of Starfleet in lieu of the previous Starfleet Security. It included Romulans after Ni'Var rejoined the Federation. (DIS: "Rubicon", "Erigah")
In 3191, Moll and L'ak were identified as wanted by numerous governments. Sensor data on their ship indicated possible counterfeiting, with a note to contact Federation Security. (DIS: "Jinaal")

Background information
In his text commentary on the DVD release of Star Trek III: The Search for Spock, Michael Okuda refers to this organization as civilian security despite their insignia. If so, it marks the only appearance of a 23rd-24th century police force operating on Earth aside from Starfleet in the prime reality. This also in contrast with "Paradise Lost", where after Sisko is made "head of Starfleet Security here on Earth" he is also described as "head of Earth Security", and generally is involved with Starfleet personnel performing security functions among the Earth civilian populace.

The 1986 FASA Star Trek: The Role Playing Game sourcebook The Federation establishes this civilian agency's full name as the "Federation Security Agency" (FSA). Pocket Books novels variously use this name or "Federation Security Service". Meanwhile, the 1988 DC comic story "Old Loyalties" gives the agency's name as the Federation Security Legion.
