Emerald Chain Congress

The Emerald Chain Congress was the legislature of the Emerald Chain. It was empowered to amend its charter.

In 3189, Osyraa, the current leader of the Emerald Chain, submitted a charter amendment to the Congress outlawing slavery. According to Osyraa, this amendment had enough support to pass, the Minister having spent significant political candor to secure the initiative the approval it needed. (DIS: "There Is A Tide...")
