Declaration of war

A declaration of war was a formal statement by a government that a state of war existed or was about to begin between its country and another.

In 2268, Daras said to Isak, "Only the top, most trusted, officials will be allowed in. The country will watch on the viewscreens.", to which Isak replied, "I'm afraid it will be a formal declaration of war against Zeon. Their Final Solution." (TOS: "Patterns of Force")
