David Kemper wrote the stories for the Star Trek: The Next Generation second and third season episodes "Peak Performance" and "The Enemy" (with Michael Piller) and for the Star Trek: Voyager first season episode "Time and Again". Kemper also did the teleplay for "Time and Again".

Kemper has also worked as a producer on Farscape, seaQuest 2032 and Cult.

His writing credits include Tour of Duty, seaQuest 2032, Farscape, The Outer Limits (1990s revival), Pacific Blue and Stargate SG-1.
