Council (United Earth)

The Council was an important body for United Earth during the Terra Prime crisis of 2155. (ENT: "Terra Prime")

The crisis began when the terrorist organization Terra Prime hijacked the verteron array on Mars and threatened to destroy United Earth Starfleet Command if all non-Humans did not leave the Sol system. It was the opinion of the Council that the United Earth starship Enterprise NX-01 be ordered to destroy Paxton's facility on Mars, even though doing so risked causing a massive explosion which could destroy Utopia Colony.

The Council came to this decision because the hijacking of the verteron array disrupted plans to redirect comets to the Martian ice caps, threatening the integrity of the domed cities if the comets were to impact surface settlements. The Council felt that the risk of losing Utopia Colony was acceptable to stop Terra Prime and save other settlements. Fortunately, Captain Archer and his crew were able to seize control of the array from Terra Prime leader John Frederick Paxton without destroying his facility. (ENT: "Terra Prime")

It was not established in dialogue if the Council was a United Earth governmental body, a Starfleet body, or a Martian body. In the non-canonical novels The Romulan War: To Brave the Storm and Section 31: Control, the legislature of United Earth is established as the United Earth Parliament (β). In the novel Beneath the Raptor's Wing, the ruling body of the Confederated Martian Colonies (which is independent of United Earth) is established as the Martian Assembly in 2155. In Control, the ruling body of Mars in 2161 is referred to as the Martian Parliament (β).
