Commander Bloom was the alias the Tilonian patient Jaya gave herself while being admitted to the Tilonus Institute for Mental Disorders on Tilonus IV in 2369.

She told Commander William T. Riker, also a patient, that she was the first officer of the USS Yorktown, and attempted to contact her ship with a spoon. (TNG: "Frame of Mind")
