A blacklist was a list of individuals who were banned by an organization.

In 2373, Rom hoped news of his engagement to Leeta would cheer Quark up, following the latter Ferengi's blacklisting by the Ferengi Commerce Authority. (DS9: "Ferengi Love Songs")
