Article 4, Paragraph 19.
Mercy for the Weak.
Acts of violence against inferior opponents is not permitted. This includes disabled, sick or crippled opponents and anyone that doesn't match your strength. An exception is given for self-defense. Reasonable force is encouraged in these cases. A violation of this provision draws a harsh penalty with and can range from expulsion to death penalty.
Species associating with the Volarians are excepted, and can be eradicated as fate rightly dictates.
