Rulings

If the player's only Pokémon in play is Team Rocket's Koffing in the Active Spot, and it is Knocked Out by damage from an attack from the opponent's Pokémon, the player uses the "Smog Signals" Ability first and puts 2 Pokémon with "Koffing" in their names onto their Bench, thus preventing them from losing the game due to having no more Pokémon. This is because checks for Knocked Out happen after damage is dealt, and the Smog Signals Ability activates when the Pokémon is damaged, regardless of Knock Outs.^[1]
