Rulings

• The only attack considered for the Festival Lead Ability is the attack printed directly on the Pokémon card with the Ability ("this Pokémon may use an attack it has twice"). Cards that grant the Pokémon additional attacks such as Technical Machine Pokémon Tool cards are not considered for Festival Lead.^[1][2]
• If a player's Pokémon with Festival Lead has 1 Energy attached and uses an attack on the opponent's Active Pokémon with Handheld Fan attached, and the Energy is moved to the player's Benched Pokémon, the Attacking Pokémon with Festival Lead cannot attack the second time, as the Energy requirement is no longer satisfied.^[2]
