Professor Sebastian (Japanese: シラヌイ博士 Dr. Shiranui) is a recurring character in the Pokémon animated series. He is a Team Rocket scientist.
History
The Legend of Thunder!
Professor Sebastian gave Attila and Hun the Miracle Crystal weapon, which could attract, absorb and reflect electricity, to aid them in capturing Raikou.
Pokémon the Series: Gold and Silver
Professor Sebastian was the mastermind behind Team Rocket's scheme, Project R. He had designed the Evolution-Inducement Wave which causes one of Lake of Rage Magikarp to evolve into a Red Gyarados. He succeeded in capturing the rare specimen for further study in Talkin' 'Bout an Evolution. Professor Sebastian later transported the Red Gyarados to a secret meeting point near Mahogany Town in Rage of Innocence. While he left aboard a helicopter without any disruptions, Project R was later foiled. His main support, Tyson, was intercepted by Lance and arrested by Officer Jenny. The Red Gyarados was later captured by Lance.
Pokémon the Series: Ruby and Sapphire
During the opening sequence of Pokémon Ranger and the Temple of the Sea, Professor Sebastian was seen alongside Attila and Hun while admiring their latest catch, a Rayquaza.
Character
Professor Sebastian is a calculated individual who often speaks in a steady even tone. He is particularly cold towards Pokémon, only valuing them as tools and specimens of study and believing that they should serve humanity. He invests his knowledge into creating weaponry and operates alongside high-ranking individuals like Attila and Hun to achieve his utilitarian ideal.

- The origin of his Japanese name is probably after the sword style Shiranui-ryu (不知火流). Humorously, Jessie refers to him as "pointy" when she meets him.
